CURRENT AND PREVIOUS PROJECTS (December 2018)

 

  • ​Stormwater Compliance – Metals Treatment Recommendations - Kinder Morgan – Portland, OR 2018 – Ongoing

Kinder Morgan has had difficulty meeting stormwater discharge limits for metals and asked for technical services to review the situation and recommend a method of treatment.  This effort requires and analysis of existing data, development of additional data, review of available treatment options, testing and evaluation of potential solutions. 

  • Mitigation Plan Completion – Port of Grays Harbor – Aberdeen, WA  2018

As part of an upgrade to the Port’s 28th’ Street Boat Ramp facility a mitigation plan was developed.  After the project was completed (including required mitigation), a report was prepared and submitted.

  • Water System Plan Update (In collaboration with HDR Engineering) - Jefferson County PUD – Jefferson County, WA 2018 – Ongoing​

The purpose of this project is to update the PUD’s Water System Plan, a multivolume document, which contains history, policy, and planning information for the many water systems that the PUD owns and operates in Jefferson County.  These systems with various combination of groundwater supply, storage, distribution and storage requirements.  Future conditions will be projected for each of the systems, and capital needs identified.  Wellhead protection, conservation, and other water system programs will be reviewed and updated. 

  • On Call Consulting Services – Port of Port Townsend – Jefferson County, WA – 2016 - Ongoing

Activity with the Port has centered on project development and management.  Through this effort a rolling 6 year capital project plan has been developed along with a method of rating and ranking projects.  In addition, work with the Port involves current project management from conceptualization to construction, including coordination with Port staff, other consultants and contractors.  Consulting services also include regulatory analysis and permitting.  The Port has approximately $60M in assets covering all of Jefferson County with an airport, 3 marinas, upland property and buildings, several boat launch facilities, a water and sewer system.

  • Property Development Assistance Westport Properties - MWS Properties, Inc. –– Bellevue, WA – 2016 – Ongoing

Consulting for MWS Properties has centered on adjusting zoning and meeting development requirements for a 50 acre parcel within the City of Westport.  Plans for development call for a mixed use development with residential and commercial components.  A major issue with this development is necessarity clarification to a blanket easement held by the Corps of Engineers. 

  • Bywater Bay Water System Consolidation Study (In collaboration with Stantec Consultants) – Jefferson County PUD- Jefferson County, WA - 2016

The Jefferson County PUD was considering acquisition and incorporation of the Shine Plat water system into the PUD’s Bywater Bay water system.  This activity required discussions with the Shine Plat customers, assessment of issues and costs, assessment of water rights, and development of recommendations.  A draft of an update to the PUD’s Water System Plan for the Bywater Bay System was developed as part of this study.

  • Quilcene Water System Consolidation Study (In collaboration with Stantec Consultants) – Jefferson County PUD – Jefferson County, WA  2016

The Jefferson County PUD was considering acquisition and incorporation of the Quilcene School’s water system into the PUD’s Quilcene water system.  This assessment activity required discussions with the School District, evaluation of issues and costs (including a proposed location of a new reservoir), assessment of water rights, and development of recommendations.

  • Montesano Shoreline Master Plan Amendments – Willis Enterprises – Montesano, WA - 2016

Willis enterprises was potentially seriously impacted by the proposed 2016 Shoreline Master Program of the City of Montesano.  This project involved engagement at the City Council level (the Plan was proposed for adoption), development of proposed Plan amendments and supporting documents.  The proposed amendments were accepted and adopted by the City Council.

  • Property Development – Westport, WA – Centerra Capital – Modesto, CA 2016

This project involved research on a parcel of property which was under development in the past.  The current owner wanted to assess the property history, issues, previous planning, utilities, and potential to re-start development.  This involved research of City and agency files, interviews with those involved in previous development, acquisition of previous plans, and reporting to the owner.

  • Project Permitting – 28th Street Boat Launch Improvements – Port of Grays Harbor – Grays Harbor County, WA -  2016

The 28th Street Boat Launch on Grays Harbor is one of the primary public access points for recreational access to the Harbor.  The Port of Grays Harbor is undertaking expansion of this facility with a new ramp, paving, lighting, and restroom facilities.  This project required permitting for this effort involving SEPA, HPA, Corps Permits, ESA Compliance, WQ Certification, Shoreline, and Building permits.

  • Contaminated Site Assessment (In collaboration with Stantec Consultants) – Port of Grays Harbor – Grays Harbor County, WA - 2016

This project evaluated the status of a contaminated oil bulk plant site within the Port’s Industrial Area.  This site has had a long history of contamination and attempted clean-up while oil operations continued at the site.  The need for re-development of the site prompted the need for an assessment of historical efforts, regulatory status, and current contamination, along with assessment of potential impacts on plans for re-development.

  • GMA Growth and Infrastructure Assessment (in collaboration with Golder Associates)– City of Port Townsend – Port Townsend, WA - 2015 

With the updates of the City and County Comprehensive Plans on the horizon, the City requested an assessment of population allocations to growth areas around the County along with a comparison with actual growth over the past twenty years.  With this context, the capacity of existing water and sewer utilities within the City and County (as portrayed in the current respective utility plans) were compared with anticipated populations.

  • Project Facilitation – Meadows Property (Westport, WA) – Centerra Capital – Modesto, CA - 2015

This project is an 84 unit development in Westport Washington.  Task for this project included strategy development, design and construction team development, and general project facilitation.

  • On-Call Consulting Services – Port of Grays Harbor- Grays Harbor County, WA - 2015

This project involved a variety of project services from contracting to construction.  The Port has a variety of projects and assets including a marine terminal area, an airport with a 5000 foot runway, one of the largest marinas on the coast at Westport, and considerable upland property and buildings.  Work with the Port covered all aspects of capital asset management including project management, regulatory assessment and permitting, along with coordination with other Port contractors and consultants.

  • Project Permitting – Security Upgrades – Port of Grays Harbor – Grays Harbor County, WA - 2016

In meeting Homeland Security requirements, the Port periodically undertakes upgrades to their security systems.  These involve structural improvements such as fencing, guard facilities, or gates.  Also improvements in such systems as communications, security camera, and lighting are often included.  This project was for a set of actions to be undertaken in 2016, and required permitting for a variety of types of activities in multiple locations.  SEPA documents, building and shoreline permits were the primary authorizations required.

  • Project Facilitation and Permitting – NW Aqua Soils – Elma, WA  2015

NW Aqua Soils is designing and developing a fish compost and hydrolysate facility at Satsop Business Park in Elma, WA.  This project required strategy development for dealing with community and property owner concerns, implementation of property leases, facility design, and permitting.  In addition to SEPA documents, this facility required a solid waste permit, and air and building pe
